The Changes Of National Standards Of Baby Diapers In China And Its Impact

On May 1, 2022, the national standard GB/T 28004.1—2021 "Diapers Part 1: Baby Diapers" (referred to as the "new standard") was officially implemented. Over the past year, companies have actively implemented the new standard, and product quality has been stable. However, consumer awareness of the new standard remains limited. Recently, China Quality News Network interviewed experts from the China Light Industry Paper Products Inspection and Certification Co., Ltd., who provided a detailed and scientific explanation of the new standard and addressed common misconceptions and questions from parents.
Key Differences Between Old and New Standards:
1. Old Standard:
●Technical indicators: size deviation, permeability, pH value, delivery moisture.
●Size deviation includes whole length deviation, whole width deviation and mass deviation.
●Permeability includes slip amount, rewet amount, and leakage amount.
2. New Standard:
●Seven indicators: mass deviation, permeability (absorption speed, rewet amount, leakage amount), pH value, surface exudation, impurities, anti-leakage performance, delivery moisture.
●Added safety indicators: heavy metals, migrate fluorescent substances, acrylamide, formaldehyde, phthalates, decomposable carcinogenic aromatic amine dyes.
●Enhanced performance indicators: surface attachments, anti-leakage performance, impurities.
●Revised permeability measurement methods to improve standard applicability and product comfort.
Reason for Adjustments in Indicators and Testing Methods:
1)Automated production ensures precise control of length and width, making it unnecessary to measure these deviations extensively.
2)The pH value range was adjusted to 4.0~7.5 with saline solution for more accurate testing.
3)The new method for measuring permeability is closer to real use, reflects absorption performance better, and provides more accurate and repeatable results.
Important Indicators from a Consumer Perspective:
Consumers are concerned about "recycled materials," leakage, and diaper rash.
●Recycled Materials: Consumers worry about the use of recycled materials, which is prohibited for baby diapers. However, some illegal producers recycle diapers, reusing high absorbency resins.The new standard includes impurity indicators to prevent the use of recycled materials.

●Leakage: Due to varying postures, diapers must prevent leaks in all positions. The new standard's anti-leakage performance indicator addresses this issue. The new standard replaces the slip amount indicator with absorption speed, switching from natural state testing to U-shape testing for greater rigor and scientific accuracy. Absorption speed measures the time between two absorption: the first should be ≤50 seconds and the second ≤100 seconds. A smaller value indicates faster absorption.

●Diaper Rash: This is linked to dryness. The new standard's absorption speed and rewet amount indicators ensure quicker absorption and greater dryness, with a rewet amount requirement of ≤15.0g to keep the baby's skin dry.
The new standard aims to improve the quality and safety of baby diapers, ensuring better health protection for infants.
